Alliance for Democracy & Human Rights in Nepal, USA (ADHRN) is cautiously optimistic about the most recent political developments in Nepal. While the king's address to the nation relinquishing executive powers and recognizing that the sovereignty lies in people is encouraging, it is ADHRN’s firm position that the true aspirations of the Nepali people, as demonstrated by the recent historic movement, was to achieve a Constituent Assembly.
ADHRN would also like to caution the monarchy not to interfere with the clear road map to Constituent Assembly as envisaged by the Seven-Party Alliance (SPA). The outcome of such Constitutional Assembly elections shall be accepted by all the political forces, including the king, without any hesitation.
It is also incumbent upon the SPA that they break away from their notorious history of power-hungry actions, and take this second chance to make the best for the people of Nepal. Any decision that they take from now onwards, be it that of forming an interim cabinet, their possible peace talks with the CPN-Maoists, or the overall governance of the country in the interim period, should take confidence of the people -- they should always uphold the nation and the people's interest at the helm. The battle has been won, but the war continues; and as exemplified by the people's wishes expressed in the recent historic Jana Andolan, the complete victory will not come until there is an unconditional Constituent Assembly election.
It has also been ADHRN’s firm position that the CPN-Maoists must make unequivocal commitment to full disarmament and to enter the mainstream politics peacefully. At this juncture in Nepali political history, they must adhere to their 12-point Understanding with the SPA. The wave of peaceful protests that made the monarchy ever-so-threatened has proven their ability to achieve what the Maoists have not been able to in the past ten years of their violent movement.
At this crucial hour of great transformation, we stand by the Nepali people and congratulate them on their partial but significant victory over autocracy. The resilience and the courage expressed by the Nepali people to stand against tyranny are highly commendable. However, ADHRN urges everyone, particularly the members of the Nepali civil society, to remain vigilant and not let future governments deviate from the path towards meaningful and complete democracy, peace and prosperity for all Nepalis. It is ADHRN’s firm belief that only the unconditional election for Constituent Assembly, with the fate of the monarchy clearly in the hands of the people, can bring sustainable peace and prosperity to Nepal.

Alliance for Democracy and Human rights in Nepal (ADHRN) has studied the royal address of April 21, 2006. While we consider the proclamation by King Gyanendra an indication of the Nepali people prevailing against the autocratic monarch, it is far from being significant towards authentic recognition of Nepali people’s true aspiration. At a time when Nepalis are looking for progressive changes in the governance, King has made a veiled attempt to revert to the status quo pre February 1, 2005. The lives lost and the blood shed that has soaked Nepali land in the past few weeks, we believe, were meant to assert the freedom, peace and sovereign rights of the people to decide for themselves, including the fate of the monarchy.
At this juncture we appeal to the people of Nepal to keep their movement intact and be resolute in moving forward. It is imperative that the leaders of the Severn Party Alliance (SPA) understand and honor people's commitment towards full democracy and rule of law. They should understand the need of a new constitution to be formulated and promulgated through Constituent Assembly that addresses the diverse interests of pluralistic society like ours. Thus, today's call by the monarch to the SPA to come to a consensus for a candidate for Prime Minister is a humiliation for the people of Nepal, and we urge the SPA to categorically reject such a deceitful offer.
Any people-oriented move forward would be to demand that the monarch relinquish all powers of governance; formation of the interim government; putting Royal Nepali Army under the commandership of such an interim government; inclusion of Maoists, with a clear and indisputable commitment on the latter’s part to disarm; and, ultimately, election of Constituent Assembly to ensure the legitimization of the outcome. The role of monarchy should not be a factor in the initial political process, whose fate can be decided upon the outcome of the Constituent Assembly. The outcome of Constituent Assembly, as per the aspiration and the mandate of the people, should be honored by all sides unconditionally.
We also request the international community to honor the truest desires of the Nepali people to free themselves from inequality, suppression and injustice, perpetuated by over two centuries of direct rule by the monarchy.
ADHRN would like to reiterate our stance that the CPN-Maoist of Nepal must disarm and pursue their political ambitions peacefully. As demonstrated by the recent events in Nepal, peaceful dissent is far stronger and meaningful than to violent movements.
We have unflinching support for the people of Nepal who are braving to establish, through peaceful means, people's supremacy and rule of law. This should be a lesson to political parties, Maoists, and royalists that only those who acquiesce to the people’s desire will prevail.

The Alliance for Democracy & Human Rights in Nepal, USA (ADHRN), having unflinching commitments towards democracy and human rights, has taken the present people's movement in Nepal seriously. The strong commitment of Nepalese for democracy and peace, as evident from popular participation in present people's movement is encouraging. We extend our salutation to the courageous people for their defiance of "shoot-on-sight" curfew imposed by the current repressive regime. Nepali people's quest for the ultimate right to rule themselves is unfalteringly proven by the recent display of fervent courage and the scrupulous enthusiasm displayed on the streets of various towns and cities of Nepal.
In this critical epoch in the Nepali political history, we urge the regime not to exasperate the situation by imposing further harsh clamp down on the civil disobedience. ADHRN believes that the honorable way forward for the regime is for them to submit to people's genuine desires and relinquish their thirst for absolute Royal rule. History has proven that the rulers who synthesize with the people's will can ultimately sustain the goodwill of later.
ADHRN also urges the political leadership of the Seven Party Alliance not to opt for a negotiated settlement against the people's wish; negotiating the inalienable rights of the people would be a serious setback to humanity. Only the full realization of complete democracy ensures sustainable peace and prosperity.
We, the ADHRN, also demand that the CPN-Maoist take this opportunity to announce a permanent ceasefire to honor their commitment of recently expressed willingness to embrace multi-party democracy in Nepal. Adoption of violent means to achieve political goals has only served to further justify the autocratic rule, and puts any hopes of a peaceful solution further away from reach.
The international community, particularly the United States, the European Union and India, must also recognize Nepali people's genuine desire for a full democracy and formulate their policies towards Nepal accordingly. Contrary to, autocratically imposed "stability", upholding people's rights and aspiration only can foresee a genuine peace in Nepal.
Finally, it is imperative that Nepalese and friends of Nepal around the world express solidarity with braving citizens risking their lives on the grounds fighting to ensure unwavering sovereign rights for the future generations. Until every man, woman and child in Nepal are ensured the right to govern themselves, and the people's sovereignty is enshrined in them only, in any future political structure of the country of Nepal we shall not rest.

We, , the Nepalese Democratic Youth Council in USA (NDYCUSA), the Alliance for Democracy and Human Rights in Nepal,USA (ADHRN), and the United Democratic Forum, are deeply concerned about the brutal and merciless means resorted by King Gynendra's authoritarian government to suppress the Seven Party Alliance's peaceful demonstration scheduled for April 6-9 in Kathmadu (the capital city). We strongly condemn the arrests and harassments of political party leaders, cadres and civil society members.
Once again, by restricting free movement of people within their own country, declaring curfew, imposing ban on public gatherings, arresting and manhandling the protesters, the king's government has revealed its true character and its intention to consolidate the king's tyrannical and brutal regime. It is regrettable to hear that the government has prevented even the ambulances from going to Kathmandu fearing that people may come to Kathmandu to participate in the demonstration against the king's rule.
We believe that these actions of brutal suppression reflect the defeated mentality of the king and his handpicked government. We strongly support the Seven Party Alliance and civil society's ongoing movement for full democracy in Nepal. We will continue our support to the ongoing movement and we especially urge the political parties, civil society and other democratic forces to make a planned demonstration decisive one.
We strongly urge the immediate and unconditional release of all detained political leaders and activists and warn the government to respect people's fundamental rights including the rights of peaceful assembly. If not, we also warn that if the government continues its violations of fundamental rights, it will have to bear the responsibility for the consequences of its actions to quell down the peaceful demonstration for full democracy. The history shows that those who deny freedom to others deserve it not for themselves. The human right violators, such as President Miloshevic of former Yogoslavia or President Taylor of Liberia, have been ultimately brought to justice regardless of how powerful they thought they were in their times.
Finally, we thank the US government and others for their strong condemnation of human rights violations by the royal regime in Nepal. We urge the US government and the international community to exert strong pressure including smart sanctions on the government of Nepal in order to make the king's government to respect civil and constitutional rights of Nepalese people.

As an organization that has been
striving to promote democracy and human rights in Nepal, ADHRN is of the
belief that sustainable peace and prosperity in Nepal can only be
achieved through the process of establishing genuine multi-party
democracy, respect of human rights, recognition of minority rights, and
utmost commitment to law and order. In this regard, ADHRN appreciates
the understanding for “inclusive democracy” through a viable
election to a Constituent Assembly. The CPN-Maoist’s willingness to
accept multi-party democracy and to disarm under reliable third-party
facilitation in the lead up to the Constituent Assembly election
reflects honoring people’s aspiration of peace, ultimately.
Now the onus lies squarely on the
current regime in Nepal under King Gyanendra to reciprocate the offer of
truce, begin to respect people’s rights, retract on his ambitions to
systematically dismantle the democratic institutions, to quell the
democratic aspiration of people and make sincere efforts to move towards
creating conducive environment for Constituent Assembly elections. We
firmly believe that the election of Constituent Assembly is the merging
point for all the political stakeholders to converge in truly democratic
manner.
The agreement to welcome UN or any
other credible third party facilitation is truly welcoming and can
guarantee free and fair election to the CA. We call our national and
international friends to seek to impress the current regime to recognize
the need for reliable third-party facilitation and/or monitoring of the
peace process. We would also like to urge the international community,
particularly the United Nations, to seek ways to facilitate possible
dialogue between the parties to the conflict and oversee the disarmament
during the peace process. In addition, it is prudent for international
friends of Nepal that they will help in developing Nepal army as an
accountable, professional, national security apparatus that truly
safeguards spirit of Nepal’s constitution to be drafted, her
territorial integrity, and protects the right of peaceful coexistence of
diverging political ideologies.
In this historic juncture, ADHRN
stands firmly with people of Nepal and would like to extend its
unflinching solidarity towards endeavor for full democracy, fight
against the tyranny of any kind, rightful demand of universal human
rights and desire to uphold the notion of "People's
Supremacy."
